Airport's Noise Insulation Program (NIP)

Over the past several decades, the Airport has made significant efforts and commitments to its surrounding communities to minimize the impact of aircraft noise through the NIP. To comply with commitments made to the San Francisco and San Mateo Counties, SFO must maintain the NIP by monitoring the noise impact area for potential shifts, identify additional properties eligible for noise insulation, and acquire perpetual avigation easements in exchange and on a continuous basis.

Currently, the NIP consists of three initiatives: Repair or Replacement Initiative (RRI), Second Chance Initiative (SCI), and Expanded Eligibility Initiative (EEI). These Initiatives provide improvements to eligible homes in the surrounding communities by installing sound treatments, such as wall and attic insulation, windows and door replacements, energy recovery ventilators, and other sound mitigation measures aimed to reduce noise levels within the residence.

Airport Substation Transformer Upgrade Project

The Project will install and upgrade the 12kV duct bank and cabling to Substation BA, including field verification and assessment of electrical infrastructure and equipment downstream of Substation BA, consistent with the Electrical Capacity Upgrade program. This project scope also includes the installation of three new 55MVA high-voltage transformers and necessary security upgrades in the Airport Substation.

Role description

At the direction of the Lead Project Manager, the 5502 Project Manager I shall be responsible for implementing their assigned project with an Exceptional Project Outcome (EPO). This includes incorporating the stakeholders’ needs/requirements, maintaining the project cost/schedule, and successfully activating the new or renovated facilities/systems.

The essential functions of this classication include the following, as applicable to the assigned project: Facilitates and coordinates the Contractor collaboration with Stakeholders, including internal Airport departments and outside agencies.

Reviews Change Orders, RFIs, and Submittals and makes recommendations for approval.

Reviews Contractor Progress Payments and makes recommendations for approval.

Prepares Commission Packages for review and approval by the Lead Project Manager.

Prepares and presents project status update presentations at Partnering and other meetings.

Represents the Lead Project Manager, as required, including, field coordination, meeting attendance, team collaboration, contract administration support, and coordination with the Contractor teams.

Communicates with the Airport Duty Manager regarding project activities.

Oversees the Contractor coordination with BICE plan review, responses, and inspections.

Elevates lingering project issues to the Lead Project Manager, and assist in resolution, if required.

Reviews, and recommends for submission, Weekly Reports and Monthly Reports.

Acts as the primary point of contact for notifications on safety and/or property damage incidences.

Provides support to Contracts Procurement team for bidding, award, and contracting.

Provides support to Grants Development team for planning, application, award process, reporting and closeout.

How to qualify

Bachelor’s degree in architecture, engineering or planning plus four years of responsible architectural, engineering or construction management experience, OR

A Bachelor's degree in another field plus six years of responsible experience in a field directly related to the project,

OR

Eight years of architectural, engineering, or construction management experience in a field directly related to the project, OR

California registration as professional engineer or architect.

Desirable Qualifications:

As applicable to assigned project: Familiarity with airfield design and construction principles, including FAA Advisory Circulars, airfield operational protocols, aviation planning, and associated infrastructure.

Experience with the design and construction of commercial and industrial facilities, including structural, mechanical, electrical, plumbing, and special systems.

Experience with developing shell space for tenant improvements by others.

Familiarity with the principles of sustainability and the incorporation of sustainable measures and systems throughout the project lifecycle.

SkyCity is seeking a Manager, Development (ORAT) to play a key role in the U.S. Virgin Islands Airport Redevelopment Project, supporting development and operations during the transition and implementation phases. Reporting to the CEO, this leader will oversee planning, execution, and coordination of critical operational activities to ensure a smooth transition of all airport operation and maintenance functions from the existing terminals to the new terminals and compliance with regulatory and contractual obligations.

This position is responsible for driving operational readiness, overseeing subcontractors, managing budgets, and ensuring seamless stakeholder management. The Manager, Development (ORAT) will also contribute to risk management, process improvements, and the overall success of the airports’ redevelopment and operational transition.

Key Responsibilities include:

• Lead operational planning, gap analysis, and implementation of improvements.

• Oversee subcontractor ramp-up and ongoing compliance with contractual and regulatory standards.

• Develop and refine Standard Operating Procedures (SOPs) to align with project goals.

• Manage budgeting, program planning, and implementation oversight.

• Manage Operational Readiness, Activation, and Transition (ORAT) planning and implementation activities for both interim phasing and final transition of all terminal functions at both STX and STT airports.

THE POSITION

THE REQUIREMENTS

Applicants must meet the minimum qualifications on or before the posted filing deadline in order to qualify for further consideration:

Graduation from an accredited college or university with a Bachelor’s Degree in business administration, urban planning, architecture, engineering, construction management, economics, or a related field.

AND

Four years of responsible supervisory experience in administering on and off airport capital improvement programs, FAA regulations, design and construction administration. Additional qualifying experience may be substituted for the education on a year-for-year basis, up to a maximum of two years.

Licensed as an Architect or Registration as a Professional Engineer by the State of California is preferred.
